For those missing Silvio and wondering how the freak Italy can get out of its mess short of asking the Pope to call in Favors here is the list of new Italian government ministers

Prime Minister Mario Monti on Wednesday formed Italy's new government. Here is a list of ministers:

Prime Minister and Economy Minister - Mario Monti
Interior - Anna Maria Cancellieri
Justice - Paola Severino
Defence - Giampaolo Di Paola
Indusry, infrastructure and transport - Corrado Passera
Agriculture - Mario Catania
Environment - Corrado Clini
Labour, social policy and equal opportunity - Elsa Fornero
Health - Renato Balduzzi
Education and research - Francesco Profumo
Culture - Lorenzo Ornaghi
European Affairs - Enzo Moavero Milanesi
Tourism and sport - Piero Gnudi
Regional relations - Fabrizio Barca
Relations with parliament - Piero Giarda
International cooperation - Andrea Riccardi
----
Cabinet undersecretary - Antonio Catricala

Here are details of the ministers with major portfolios:

ECONOMY: MARIO MONTI

Monti said he would also take on the economy portfolio. A distinguished economist and former European competition commissioner, the 68-year-old Monti is president of Milan's Bocconi university and honorary president of Bruegel, a European economic policy think-tank he set up in 2005.

He has written a stream of newspaper articles over the past months criticising outgoing prime minister Silvio Berlusconi and proposing sweeping reforms of Italy's hidebound economy.

INTERIOR MINISTRY: ANNA MARIA CANCELLIERI

The 67-year old Roman ran the city of Bologna as special administrator in 2010 and resisted pressure from both the right and left to run as their candidate for mayor when her term ended this year. She was then appointed to run the town of Parma in a similar role.

She has also worked as Prefect -- a government-appointed law and order official -- in the cities of Genoa and Catania and championed women's issues.

INDUSTRY AND INFRASTRUCTURE MINISTER: CORRADO PASSERA

Currently CEO of Italy's biggest retail bank Intesa Sanpaolo <ISP.MI>, Passera is a U.S.-educated former consultant with Mckinsey who cut his teeth working as a top manager for Italian corporate raider Carlo de Benedetti in the 1980s and 1990s and entered banking only in 1996.

Part of a younger generation of dynamic managers, Passera, 56, has made little secret in the past of his sympathies with Italy's centre left and was rumoured to have been considered for a cabinet position in Romano Prodi's 2006 government.

In 1996 he became CEO of Banco Ambrosiano Veneto, one of the banks that later merged with other financial entities to become Banca Intesa. But he left in 1998 to run Italy's ailing postal service Poste Italiane.

He has been at the helm of Intesa Sanpaolo since 2007, after the merger of Milan's Banca Intesa and Turin's Sanpaolo IMI.

ANTONIO CATRICALA, CABINET UNDERSECRETARY

A lawyer, Catricala has been head of the antitrust authority since 2005. Under the centre-left government of Romano Prodi he favoured liberalisation measures promoted by then-Industry Minister Pier Luigi Bersani, now head of the leftist Democratic Party. However, he was subsequently bitterly criticised on the left for decisions favourable to former Prime Minister Berlusconi's Mediaset television empire.

JUSTICE MINISTER: PAOLA SEVERINO

A well-known criminal lawyer and professor, Severino is vice-president of Rome's LUISS university. She has represented high-profile clients including banker Cesare Geronzi, former prime minister Romano Prodi and energy giant Eni. Her name had appeared recently as a potential successor to former Justice Minister Angelino Alfano who left the job to become secretary of Berlusconi's PDL party.

DEFENCE MINISTER: GIAMPAOLO DI PAOLA

An admiral, he has been head of NATO's military committee since June 2008. Prior to that, he was head of the Italian military's Chiefs of Staff from 2004, serving under both centre-right and centre-left governments.

He has overseen planning for Italy's participation in NATO, EU and coalition operations in Afghanistan, Iraq, the Balkans, Pakistan and in the United Nations operation in Lebanon.

After joining the Italian navy in 1963, he rose through the ranks to become admiral in 2004.

FOREIGN MINISTER: GIULIO TERZI DI SANTAGATA

Terzi has been Italy's ambassador to the United States since October 2009. The 65-year old is an experienced diplomat with a low public profile and no clear political leanings who began his career in the foreign ministry. Among a series of lengthy postings abroad, he has represented Italy in NATO, at the United Nations and in Israel.

Source: Reuters

Will the scenes of women being maced and Barnes and Nobel readers getting hand cuffed by an over vigilant police force be seen in the mainstream now or remain on YouTube?

Radiohead plays at 4.00 ET so I guess from then we see if Gil was right or wrong about the revolution being televised.
Vive La France as France Wins Again! Lagarde Elected New IMF Chief

French Finance Minister Christine Lagarde in the World's worse kept secret has just been named the IMF's new chief. Of course to add a little kudos to the other nations it came the day that the United States and leading emerging market country Brazil endorsed her, maintaining Europe's grasp on the top job.

The appointment affirms Frances new dominance in the global political arena with the Libya War leadership (I guess that is what you call it). The appointment comes after former IMF Managing Director Dominique Strauss-Kahn, also a Frenchman,
resigned in May to defend himself against charges of sexual assault against a New York hotel maid.

Lagarde at just 55 is considering a rising star of both the French right wing and European conservative governments. She duck-tails nicely with Germany's chancellor Angela Merkel. One suspects she will be likely in the running to be the first female French President at some point.

The media and US had played up Mexico's Central Bank Governor Agustin Carstens as being a serious chance however that clearly didn't wash with the donor nations."

"Madame chairman of the executive board for a five-year term starting on July 5, 2011," the IMF said in a statement.

Noticeably the only backing Carstens got was from Latin America, Canada and Australia. Countries such as Egypt, Saudi Arabia, Indonesia, South Korea and French-speaking African nations early on declared their support for Lagarde.

The United States holds the most voting power at the IMF refused until the final stage of the process to say who it was supporting. America holds close to 17 percent of the vote at the IMF, while votes by Europe and other countries that have declared support for Lagarde stack up close to 50 percent.

IMF board directors represent the fund's 187 member countries, want to reach a consensus decision that would let
them avoid a formal vote. With Washington and major emerging markets backing Lagarde, a formal vote looked unlikely.

In a convention dating back to the creation of the IMF and World Bank after World War Two, Europe has always held the top IMF job, while the World Bank's top post has always gone to an American.

No doubt fears of contagion over an escalating debt crisis in Greece have played in Lagarde's favor over the last several weeks because of her political punch across Europe. A few board directors quietly have expressed concern over an unresolved legal investigation into Lagarde's role in a 2008 arbitration payout to a French business. A top French court has put off a decision on the matter until July 8.

Source: Le Monde, Reuters

From the BAD Desk

Bailout Warning - Finnish PM-Elect Looking to Revive Failed Coalition Talks

The financial markets have been roiled by the Greece crisis in the few weeks. Last month the news was whether Portugal would get a bailout. The stumbling block was Finland with regards to leaderships with Finland requiring a parliament vote to OK any participation in a bailout.

Since then Finland has come up with a PM elect Jyrki Katainen and China has lent sovereign funds to Portugal. Portugal has just had their new elections with a change in government. Just last week revive coalition talks broke down over taxes. The Social Democrats, and True Finns are open to new talks. The True Finns are adamantly against bailouts.

Jyrki Katainen has been trying to build a coalition after six-way negotiations broke down last week. Katainen is head of the right-leaning National Coalition party. Last week all Finnish political parties agreed that Katainen must start afresh and announce by Friday which parties he will work with to form a government. Failing that, he may be forced to step aside.

"We all know that this is a very severe situation. Some time has gone by since the election, and we need to have a functioning majority government as soon as possible," Katainen told reporters after the meeting.

The thorn in the side is that no party won a majority in the April 17 ballot and the key is the relatively strong, third-place showing of the True Finns further complicated coalition talks.

"The situation still remains very awkward. Every option seems to be open again, and it's difficult to forecast the outcome," said Kimmo Gronlund, the head of democracy research in Abo University.
Reuters reported:

True Finns leader Timo Soini said he was ready for talks despite his misgivings about Finland's future role in aiding debt-burdened European countries. Katainen has repeatedly said the next government will be pro-Europe.

"We will not vote for bailout packages. But will that stop us from entering the government? That remains to be seen," Soini told reporters.

Jutta Urpilainen, head of the second-placed Social Democratic Party (SDP), said she was also open to new talks.

"It is reasonable to give Katainen more time until Friday, but then he must have a solution," Urpilainen said.

If Katainen fails to come up with a plan that can win over other parties, politicians may force him to step aside and designate the SDP leader as premier instead -- a measure Finland last invoked in 1979.

"Katainen is not certain to be the next prime minister. I think his chances are only fifty-fifty now," Gronlund said.

The stalemate so far reflects what analysts describe as a shift away from consensus-based politics and toward greater fractiousness among Finland's six parties.

There is a potential economic impact, too. Katainen seeks fiscal reform, but those plans are likely to be challenged by his prospective coalition partners.

Source Reuters

From the BAD Desk

US Budget Deal Reached at Final Hour

America - a History of Government Shutdowns

America is technically bankrupt - unless you have been living under a rock, work for the Federal Reserve or have fallen for the Geithner, Obama delusional we are all fine mantra. Dee Dee probably said it best about this leadership - their "Brain is hanging upside down".

Now that being said we have the fear being pushed by the Obama camp that the U.S. is doomed if the US Government shuts down. That is if they are not allowed to stop spending money. The US Administration and Congress have until the end of this week to reach agreement on a federal spending-cut bill for the rest of this fiscal year. If they don't a partial shutdown of the U.S. government is on the cards.

Don't fret just yet though America has faced AND SURVIVED government shutdowns before. Just 15 years the U.S federal government shutdown after agreement could not be brought spending. One just wonders how many trillion has to be spent of taxpayer money - yes it is your money not theirs - has to be spent before a halt is brought to delusional spending?
The opposition Republicans have put up a stop gap proposal a spending bill which will fund the American government for two weeks.

So What Happens if the U.S. Government Shuts Down?

There are 4.4 million federal workers, those deemed nonessential could be furloughed. Santa had had enough that year. From Dec. 16, 1995, to Jan. 6, 1996 the government shut down.

Back then the National parks and museums were closed and it estimated that 200,000 applications for U.S passports went unprocessed and more than 3,500
bankruptcy case processes were suspended.

So the moral of the story is get your passport, visit the museum and file your bankruptcy (before the states do! )

On a serious note though back in 1996 new patients were not accepted for clinical research at the National Institutes of Health and hotline calls to NIH about diseases were not answered. Toxic waste cleanup work at 609 sites was also halted.

There are many others things that could be shutdown of course that will get political mileage such as veteran benefits. Remember as evidenced by the last shutdown all essential military, Federal crime, Federal disaster and Federal Banking system kept flowing.

Though we may not be all enamored with disaster plans, think FEMA it has been mandatory for all fed agencies to have shutdown plans since 1980.

Lets see where the hubris takes us this week, back int he real world the governing Irish party got routed to around 16% of the vote Saturday, Libya is breaking out in civil war, Portugal is trying to avoid a bailout and the Oscars are front and Center for most of us.

There is a lesson in the somewhere.

From the BAD Desk
